that's some funny ish! haha
my family has fished for huge carp, cat and most other fish in the area my whole life. here's what i think...
carp, although they can get very large (40-70lbs with right conditions in our area), they are gentle giants. however, they are suckers. meaning, that they do come up to you if they're comfy with it and if this guy was that large, he could easily suck on your fin thinking it had algae on it or something. they're not really into live bait, though. they're normally greenies and eat algae, corn, dough and i've heard of some being caught on worms or clam before. it's possible that because it's so big, it needed to adapt to its surroundings and turned to eating live fish?
i used to work at a company where we had a fairly large pond (for a silicon valley company to have) and stocked it with koi...we fed them well and had two that were easily about 20-30 lbs each and they'd come eat off your hands and liked to be petted.
habit change can be possible. to survive you need to adjust or die.
my belief is that it could possibly be a large salmon of some sort. our lakes and streams do hold salmon and wild trout so i think it could be very possible that a large salmon could've hung around. it would explain the predatory actions of the sighting.
well, i hope someone gets lucky, but if you do, please take a pic of the beastie and return it to live on. i'm sure it's probably fairly old by now.
