Here is my 2 cents...
Everyday going out and comming back into the Pillar Point Harbor in Half Moon Bay, I see people casting surf rods with crab snares. I see them pulling nice keepers up often. Park for free in the parking lots and walk down the beach to the rock breakwall. Treverse the rocks all the way to the opening of the harbor. Cast out as far as you can get away from the rocks to open water. Might bring ear plugs for the horn that goes off at times. You should see people out there fishing. Bait of choice is frozen mackerel and/or squid. It is a long walk but it produces from what I have seen! Wear boots and foul weather gear and you should be fine to sit and walk anywhere on the rocks, but be safe and cautious. Take jackets to keep warm for it is a long walk back to the parking lot.
